Integrated Surveillance Systems

Overview

Telephonics' Integrated Surveillance Systems (ISS) provide a wide range of integrated, comprehensive solutions for homeland security applications, land and maritime borders, economic zones of interest, designated high sensitive areas, and high value individual or compound assets. Realizing the ever increasing sophistication of security threats, Telephonics' ISS group provides end-to-end user oriented solutions capable of addressing all aspects of surveillance, from the very basic to the complex. These include the traditional functions of detection, recognition, identification, and tracking. Telephonics' large scale integrated solutions include fixed and mobile surveillance systems equipped with radar and electro-optic sensors, interconnected by microwave/wireless or fiber optic networks, and controlled from centralized or distributed Command and Control centers. Other simpler configurations operate as stand-alone, mobile or fixed surveillance systems, integrated fully or partially, into the surveillance network. Our systems are based on proven Commercial-Off-the-Shelf (COTS) and NDI elements, have excellent reliability performance, and are the perfect solution in a budget-constrained and cost conscious environment. For each application, we tailor our systems to provide border protection, law enforcement, or other homeland security and defense agencies immediate, clear, and usable data for rapid response, intervention, and apprehension.


TELEPHONICS' INTEGRATED SURVEILLANCE SYSTEMS INCLUDE:


GROUND BASED RADAR

Telephonics' Ground-Based Radar (GBR) combines basic sensor elements of ground surveillance and provides real-time, mission critical target data for immediate action. The radar can be deployed as a man-portable, fixed, unattended, vehicle mounted; stand-alone or network embedded configuration.

The Advanced Radar Surveillance System (ARSS) is Telephonics' most recognizable ground-based radar with more than 1,200 systems deployed for surveillance and security applications. The ARSS is a Pulse-Doppler radar featuring Track While Scan and Low Probability of Intercept achieved through pulse compression technology, non-linear waveform, and using only 5W peak transmit power. The ARSS can be integrated with electro-optical systems to further optimize detection and target classification. Its Compact Embedded System version allows for simple IP-addressable installations and network integration (Ethernet or Wireless) while working from a remote operating center.




GROUND SURVEILLANCE SYSTEMS

The centerpiece of Telephonics' Ground Surveillance Systems is the Integrated Fixed Towers (IFT) solution, a large scale surveillance system that provides real-time continuous monitoring and control of wide border areas in support of border protection operations.

Each tower is equipped with a robust, integrated sensor suite consisting of radar, day and night cameras, laser illuminator, and laser range finder. The towers use solar energy as their main power source thus enabling autonomous operation at remote locations for extensive periods of time. All tower equipment, sensors, controls, and communications network are monitored and controlled remotely from the Command and Control center.

The system integrates fixed surveillance towers and mobile surveillance assets through a wide-bandwidth, low-latency microwave network operated from an automated C4I Center. The IFT system offers:

  • Real-time detection, classification, and interdiction intelligence derived from streaming video and radar information
  • Quick, accurate, and reliable analysis of the detected items of interest
  • Actionable data and visual information for rapid response, intervention, and apprehension
  • Ease-of-use for Operator
  • Continuous recording and storage of data and video over extensive periods of time with retrieval for operational or legal purposes
  • Scalability, to fit specific areas of interest and operational environments
  • Integrated system based on Commercial-Off-the-Shelf and NDI equipment and software
  • High reliability; low operation, and maintenance cost with minimal downtime.

The IFT system is based on Telephonics' extensive experience with previously developed mobile surveillance systems and created to maintain full commonality of sensors.




MARITIME SURVEILLANCE SYSTEMS

Telephonics' Maritime Surveillance Systems are designed to provide continuous surveillance and monitoring of harbors, coastal areas, Exclusive Economic Zones of interest, and highly valuable assets at sea. The installations are specific for each location and include integrated configurations consisting of unattended maritime surveillance radar, electro-optical sensors for day/night operations, laser illuminators, and laser range finders with all sensors interconnected via data and video communication networks (line-of-sight microwave links or SATCOM). The operation is from a Central Command and Control Station where data from various sensor positions is fused into a Common Operational Picture generated for the user. When applicable, this data is further correlated with additional ship information such as an Automatic Identification System and data from commercially available navigation and satellite vessel tracking systems. Analysis of this information enables identification of trends and anomalies, providing an additional layer of surveillance and authentication for the applicable maritime security agencies (U.S. Coast Guard and U.S. Navy).

For harbor and coastal surveillance applications, the deployment of sensors is possible on existing or specially erected surveillance towers or on mobile platforms such as the Maritime Surveillance System. The sensors are selected in accordance with the required coverage and operational conditions.

For maritime surveillance applications involving assets at sea, the surveillance systems can be installed onboard patrol vessels or fixed-maritime platforms (e.g. oil rigs) in manned or unmanned configurations. For these programs, Telephonics will cooperate with shipyards and will assume the role of system integrator. Thanks to the modular and open system configuration, the surveillance system can be further integrated with additional onboard systems such as non-lethal or lethal weapons, passive countermeasures, and others.

For operations over the horizon and depending on customer requirements, the surveillance system can be integrated with airborne assets carrying Telephonics' airborne maritime surveillance radar or other surveillance systems.




MOBILE SURVEILLANCE SYSTEMS







Mobile Surveillance Systems for U.S. Customs and Border Patrol

The Mobile Surveillance Systems (MSS) provide a versatile, fully integrated, rapidly deployable surveillance capability, operating in stand-alone or networked configurations. With a radar and electro-optical sensor suite installed on the hoistable mast of a mobile platform, the system provides mobile ground surveillance capability when and where needed in all terrain and environment conditions.

The MSS has a modular design and an open-architecture configuration enabling selection of sensors or other system elements that fit the customer's intended missions. The installation takes into consideration the needs of an all-terrain vehicle such as mast, vehicle, and sensors stabilization, safe operation and maintenance features, battery and back-up generator, etc.

The mast sensors suite is operated from a Mobile Command and Control Station installed in the vehicle's cabin. The Command and Control system correlates the information from the mast sensors and generates a Common Operational Picture presented over a geographical map of the area of interest. The radar and video images from the electro-optical sensors can be monitored on the screen in separate windows and Video Motion Detection capabilities are enhanced for both day and night operations.
